Upon The content of the decision No. 4769 of the Public Prosecutor's record in the administrative section of 2008, as well as record No. 5062, 5083 for 2008, and upon the President Decree No. 333 for the year 2008, to annex the island of Armant of the Armant Center in Qena to the administrative border of the city of Luxor.
Presidential Decree No. 378 of 09/12/2009 announce Luxor will be the 29th governorate and will annex the cities of armant and esna from qena governorate
